TO 15 Data Quality Analysis and Improvement and CDA Expansion Efforts
The Veterans Health Information Exchange (VHIE) experiences small differences in data formats of the clinical documents arriving from over 120 external trading partners. Previously, the data was sent in structured clinical documents called C32s, a type of a Continuity of Care Document (CCD) that focuses on the patient's summary information. This was a HL7 standard for data exchange between healthcare providers. The VA desired to expand their exchange to include the consumption and safe integration of many more types of CDA documents. In July 2017, our MyHealtheVet team announced a breakthrough in Veteran Health Exchange. After months of implementing business and health standards specifications, MyHealtheVet is now using the latest, updated version of health standards specifications, which will allow over 3 million veterans nationwide to access to their personal VA health records. To make this application available to these veterans, our team updated the software’s specifications to Consolidated Clinical Data Architecture (C-CDA), the newest standard for CCDs.
Currently, we are expanding the number and type of standardized CDA documents being received. We analyze technical and functional requirements and provide guidance on C-CDA Expansion. These efforts include analyzing requirements, developing requirements, and validating and deploying strategies that are associated with developing a nationally standardized testing plan to expand and accelerate partner onboarding. We also provide data quality management to support data exchange, which will in turn support the cognitive work of clinicians and patients. We track the flow of health data that is generated by VA and its commercial partners, analyzing the data, identifying errors, planning how to fix data quality errors, and making recommendations for improving the systems that move and display the data. We monitor exchange and Direct secure email connectivity with health providers. We also help the VA engage with and onboard new external partners to receive data. To support these efforts, we work with the appropriate SDO (such as HL-7) and other SROs to collaboratively specify new standards and improve existing C-CDA document exchange standards, trust and policy frameworks, and data quality management programs.
